Pre-Certification Instruction -Outline
Overview and Purpose
An overview of O.C.G.A. §9-11-4 and the Rules and Regulations of the Georgia Certified Process Server Program will be the students to ensure understanding of the skills and requirements necessary To become a certified process server in the state of Georgia.
Lesson Plan
Course Content: Twelve (12) hour required curriculum:
1. Regulation of Process Serving: an overview of O.C.G.A. § 9-11-4 and these rules (.5 hour)
a. Historical review of the industry and development of regulations b. Outline of case flow to give foundation of need for process c. Brief explanation of differing county, state, and federal requirements
2. Ethics and Professionalism (1.5 hours)
a. Proper communication skills toward clients and subjects b. Appropriate representation of purpose and self c. Communication with authorities
3. Process Server Liabilities and Responsibilities (1 hour)
a. Bonding and insurance b. Orders of Appointment c. Affidavits of Service d. Timely completion e. Compliance issues
4. Constitutional Law and Georgia Law relevant to service of process (6 hours)
a. Full review of specific service of process procedures and documents

b. Comparison of federal and state requirements
i. State-specific restrictions
ii. Federal court forms and standards
iii. Communication with out of state clients
5. HMgMpI Safety (1 hour) '

d. Physical representation Verbiage
6. Best Practices: Practical Exercises on Process Serving (2 hours)
a. Personal accounts of standard and difficult encounters
b. Video clips of role plays of different service scenarios
